RCDC carried out a business case assessment for the Woodley Library to determine the most cost-effective methods to achieve Net Zero Carbon operational for the existing building. This business case supported a successful grant application as part of the £1 billion of government funding allocated for the decarbonisation of government buildings.

RCDC then went on to design the proposed changes including the installation of an Air Source Heat Pump to replace the aging boilers, air-tightness improvements, the installation of a wind lobby, and a PV array on the roof of the building with battery storage. In addition, RCDC proposed a smart monitoring system to allow the Council to record and monitor the energy usage and energy generation data in real-time on an online dashboard. This will allow them to confirm the building as Net Zero Carbon operational in autumn 2022.

RCDC worked closely with the Council team and the Contractor to coordinate the project to completion. Due to delays caused by COVID and Brexit, the project was finally completed in autumn 2021.
